Emergency services like 911 remained operational. Mayor Melvin Carter described the attackers as a sophisticated, money-driven criminal organization. A federal advisory about Interlock was issued just three days before the breach. St. Paul is now working with the FBI, the National Guard, and CISA to restore systems and secure its infrastructure.
